John Marshall is Assistant Deputy Minister of Ontario’s Commercialization and Scale-Ups Division, serving both the Ministry of Economic Development and Growth and the Ministry of Research, Innovation and Science.

Under John’s leadership, the Division works with Ontario companies and delivery partners to build a strong entrepreneurial ecosystem that provides entrepreneurs and start-ups, including social enterprises, with the supports and services they need to execute on their business strategy and to access capital markets.

John has been a member of the Ontario Public Service for over 25 years. He served as President/CEO of the Ontario Capital Growth Corporation, a venture capital agency that manages $340 million in funds. He was also Assistant Deputy Minister of the Open for Business Division, where he managed Ontario’s agenda to create a positive business climate that reduces unnecessary regulation, improves government services and supports social enterprises.

He holds a bachelor of applied arts in environmental studies from the University of Waterloo and attended Western University’s Ivey School of Management.
